While the necessity of hydrogen is undeniable, whether it can serve as a substantive solution to the climate crisis remains a separate issue. Simultaneously, the persistent suspicion that current hydrogen policies and industrial trends are merely a “strategy to extend the life of fossil fuels” cannot be easily dismissed.
This report aims to examine the definition and role of hydrogen and review its future trajectory and policy directions. Furthermore, it provides a comprehensive overview of South Korea’s hydrogen policy and proposes a redesign of the national hydrogen strategy, focusing on the core arguments and challenges currently being raised.
